Efeito da redução dos gastos educacionais sobre a proficiência dos estudantes no Brasil: Evidências para a recessão de 2014 a 2016

Este trabalho investiga o efeito da redução dos gastos em educação sobre os resultados educacionais dos estudantes do 5º e 9º ano do Ensino Fundamental nas escolas públicas brasileiras. Para acessar o efeito causal, explora-se o período de recessão econômica no Brasil entre 2014 e 2016. Verifica-se que os municípios que diminuíram seus gastos educacionais em decorrência da maior exposição à recessão reduziram a proficiência dos estudantes em Matemática e em Português em ambas as etapas. Os resultados parecem ser dirigidos por uma piora da qualidade da oferta escolar, como dificuldade da gestão escolar, insatisfação e desestimulo dos professore e maior sobrecarga de trabalho. Os recorrentes períodos recessivos enfrentados pela economia brasileira possuem impacto sobre a acumulação de capital humano.
