Connectivity and connection in participatory processes: new technologies and old problems

Abstract

The planning of the city includes a reflection on which development paths are desired and how the existing problems can be solved, with popular participation as an essential condition, which brings with it a challenging context, with obstacles in carrying out participatory processes. Information and Communication Technologies (ICTs) have undergone major changes in various sectors of society and, above all, have opened new communication channels, changing the way people relate to the city. Through social networks, applications and platforms, ICTs create new forms of participation through virtual environments for exchange and sharing between citizens, which can be called virtual participation devices. Seeking to understand the influence of ICTs in contemporary participatory processes, this work presents a survey and subsequent classification and analysis of virtual devices, based on the types of connection they establish with users, to reflect on their scope and the potential of use in different stages of participatory processes. Based on the studied theoretical framework, a list of problems found in the processes and tools was defined to support a discussion on the contribution of ICTs to participation.

  • Vítor Domício de Meneses, Federal University of Ceará

    Architect and urban planner from the University of Fortaleza (2014), master in Architecture and Urbanism and Design from the Federal University of Ceará (2017) in the research line Urban Planning and Information Design. PhD student in Urban Development by the Postgraduate Program in Urban Development at the Federal University of Pernambuco (MDU-UFPE). Studying specialization in Teaching in Higher Education by Centro Universitário Senac. He is currently a professor and member of the Structuring Teaching Nucleus (NDE) of the Architecture and Urbanism and Interior Design courses at the Fanor Wyden University Center (UniFanor Wyden). He has professional experience in architectural projects, interior architecture, visual communication, urban design and landscaping.

  • Daniel Ribeiro Cardoso, Federal University of Ceará

    Graduated in Architecture and Urbanism from the Federal University of Ceará (UFC), post-doctorate in Urbanism from the Faculty of Architecture of the University of Lisbon (FA-UL), doctorate in Communication and Semiotics from the Pontifical Catholic University of São Paulo (PUC-SP ). He is currently a researcher at the FA-UL Design Computation Group (DCG); Collaborating researcher at the Institute of Innovation Competitiveness and Design (IICD) at UFRGS; Coordinator of the Digital Experience Laboratory: Teaching, Research and Extension (LED-UFC). Level 2 Associate Professor at UFC linked to the Perception and Representation Line of the Department of Architecture and Urbanism and Design at UFC, has experience in the area of Architecture, Urbanism and Design, with an emphasis on information modeling in architecture and urbanism, acting mainly in themes: BIM - building information modeling, CIM - City Information Modeling.
