Abstract

The environment in which business incubators operate requires a management framework that can cope with the expectations of the agents involved with the incubation process while it also takes into consideration the peculiarities of participating organizations in order to assist the decision-making process. The present exploratory study proposes a multi-criteria framework of performance assessment for the MIDI Tecnológico incubator. It employs the MCDA-C Methodology, which permits assessment and management of current investments. We focus on the performance profile of the 2nd semester of 2007 and the 1st semester of 2008. Based on the framework proposed 43 criteria were identified. During the period studied performance improved from 56 to 66 points. Human Capital was found to be the area to which the coordinators of the MIDI Tecnológico should pay the most attention. The results revealed that the multicriteria methodology is robust insofar as it provides useful guidance for the development of assessment frameworks which take into account the relationship between the incubator and resident companies. It also offers a tool to manage the investments of MIDI Tecnológico. The method further allows for the identification of efforts on that leverage performance improvements and improvements in the incubation process.
