This article covers some ofthe implication regarding Brazilian export incentives to small and medium size shoe industry. The findings suggest that these companies are not really exporting but selling abroad using domestic marketing system. Consequently activities such as planning, implementation and control are being exercized by importers in their own countries. The policy of export incentives based fundamentally on price reduction contributed to lead these companies to a relative vulnerability position on the international market.
