Uso da inteligência artificial nas finanças públicas: oportunidades e riscos para a integração à União Europeia

O artigo examina o uso de tecnologias de inteligência artificial (IA) nas finanças públicas da Ucrânia no contexto de sua integração à União Europeia (UE). A adoção da IA é apresentada como uma ferramenta de transformação digital capaz de aumentar a transparência, reduzir os riscos de fraude e adequar os processos financeiros ucranianos às exigências do AI Act. A metodologia da pesquisa combina os métodos de monitoramento, análise jurídica comparativa, análise de conteúdo e detalhamento passo a passo. A base de dados é composta por artigos científicos, relatórios de organizações internacionais e regulamentos da União Europeia. Os resultados indicam que o déficit orçamentário crônico da Ucrânia, agravado após 2022, demanda a adoção de abordagens inovadoras para a gestão das finanças públicas. O estudo analisa o potencial da IA na tributação e na modelagem financeira, identificando benefícios como a automação de processos, a economia de tempo, o aumento da precisão analítica e a redução dos riscos de fraude. Por outro lado, também são destacados desafios relacionados à segurança cibernética, à qualidade dos dados e aos elevados custos de implementação. Com base na análise de conteúdo, foi elaborado um algoritmo de implementação gradual da IA na administração financeira da Ucrânia, em conformidade com os requisitos do AI Act. O algoritmo proposto pode servir como base para a harmonização da gestão financeira ucraniana com os padrões da União Europeia e contribuir para uma transformação digital eficaz do setor público. Conclui-se que a utilização da IA nas finanças públicas constitui uma condição estratégica para a integração europeia, ao promover maior transparência, accountability e estabilidade do sistema financeiro da Ucrânia.

É recomendada a ordem de autoria por contribuição, de cada um dos indivíduos listados como autores, especialmente no desenho e planejamento do projeto de pesquisa, na obtenção ou análise e interpretação de dados e redação. Os autores devem declarar as efetivas contribuições de cada autor, preenchendo a carta ao editor, logo no início da submissão, responsabilizando-se pelas informações dadas.
É permitida a troca de autores durante todo o processo de avaliação e, antes da publicação do manuscrito. Os autores devem indicar a composição e ordem final de autoria no documento assinado por todos os envolvidos no aceite para publicação.
