Abstract

The subjectivity and perception that bring the interpretation of corruption behavior are under investigated by the accounting and management literature on such a phenomenon. The objective of this research is to explore the interpretations about ‘corruption’ by federal and state public civil servants, enrolled in manager positions, to identify patterns of regionality. Twenty interviews were conducted with managers from the state and federal departments and agencies on Health and Education in Minas Gerais State, all of them located at Uberlândia city. Based on the Content Analysis, four different patterns were raised in the interviewed managers’ speech: paternalism, patrimonialism, elitism and coronelism. Our evidences from the interviewees' speech indicates that the cultural formation of Uberlândia area may contribute to the perpetuation of corruption.
