CONTRIBUIÇÃO PARA O ESTUDO DAS DESPESAS DO GOVERNO DO ESTADO DE SÃO PAULO COM OS SEUS SERVIÇOS DE SAÚDE PÚBLICA (1890-1948)

Abstract

The author made a study of the money spent hy the Government of the State of São Paulo with its state public health services during the period of 1892 to 1948. The only source of data possible to use was the study of the figures contained in the budgets of the State of São Paulo. The state puhlic health services are classificd in two groups: 1 - State Public Health Services, in which are included all the branches with preventive and curative functions, among which are the hospitais for the treatment of contagious diseases. 2 - Health Sservices. covering the general and psychiatric hospitals, endowments to private hospitais and various private institutions with preventive and curative functions. The author presents the annual budgets for the various public health services and health services in the State of São Paulo in the period between 1892 and 1948. The complete data for eaeh year are summarized at the end in two table: one shows how much was spent ''per capita'' with the public health "services, the health services and the Public Police; the oter table gives the percedntage of the money allotted to eaeh one of these aetivities in relation to the annual budget. Two graphies are ineluded showing briefly the evolution of both types of expenses.The money allotted "per capita" to its public health services by the government of the State of São Paulo was Cr$ 0,49 in 1893, it went up gradually reaching Cr$ 6,94 in 1943; since then it rose rapidly to Cr$ 51,15 in 1948. The amount spent in relation to the health services was Cr$ 0,31 in 1893, it went up gradually till 1943 when it was Cr$ 3,38; henceforward the rising was greater reaching Cr$ 22,20 in 1948. The expenditures of the Government of the State of São Paulo with its health services were greater than those for its public health services between 1894 and 1925, but since 1926 there is a marked change as more money has been spent on the latter services. The amount allotted to the State Police was Cr$ 2,58 "per capita" in 1892; it went up till 1925 when it became Cr$ 9,75; since then it increased rapidly reaching Cr$ 21,05 in 1948. The expenses estimated for the public health services, health services and State Police represented respectively 3,94%, 2,47% and 25,28% of the budget for the State of São Paulo, in 1893. These percentages were respectively 8,78%, 3,81% and 3,61% in 1948. The author concludes that the present allotted money "per capita" for the state public health services in the State of São Paulo should be practically the same as the amount used by the United States of America in its state and local public health services.
