THE MAINTENANCE OF STATE REPRESENTATION IN THE PROVINCE IN AN ELECTORAL CONTEXT AND DIFFUSED POWERS IN MOZAMBIQUE: What Does It Mean For Vertical Accountability?

Criticism of the existence of state representation in the province was based on the overlapping of powers that affected various sectors of provincial democracy, among which the process of holding elected governors accountable stands out. In fact, the actions of these actors were confused and made it difficult to distinguish which body was responsible for accountability in the province. This situation was aggravated by the context of the election of the governor, who arrived in the province without the citizens knowing him, since his election took place simultaneously with multiple actors. However, this almost changed in the second legislature when the President, Daniel Chapo, promised to reduce the role of state representation in the province, which would make it possible to distinguish the figure who governs and hold them accountable, but the promise did not go ahead. This study arises from this inertia and seeks to understand the exercise of vertical accountability in a context of persistent scenarios that are critical to its effectiveness. To this end, we used a qualitative approach and concluded that the maintenance of state representation along the same lines as in the past conditions the effectiveness of accountability in the province.
