Since 2016, the Ancine - Agência Nacional do Cinema - has had its operation and activities questioned by federal government agencies: the film production's promotion in Brazil and its exhibition. In this article, we seek to investigate the forms undertaken by Gustavo Dahl - filmmaker and manager of Brazilian cinema - for its creation and maintenaince up to the present. Therefore, we intend to observe his performance and importance in the period of Brazilian cinema's Resumption (1994 - 2001), fron his initial project to Ancine to what it would become. For that, we will approach Dahl's trajectory in the cinematographic medium; the cinematographic scene between 1990 to 2001; a problematization of the period in whic Dahl was the agency's president (2001 - 2006); and what can be seen from the concrete results of Ancine's creation and the situation in which it is in 2020.
