The author analyzes the experience of a governmental program for the development of the poor communities in Northeastern Brazil, having as a perspective the community management of communication in the process of fighting against social exclusion. The author takes the location as a privileged space where the global cultural mediations are materialized and highlights the need for effective community participation in governmental actions for promotion, disapproving processes in which political paternalism prevails.
