The author discusses the complex relationship there is between the globalized world and the constant advances made in communication technologies and the restrictions the world populations confront to have access to such technologies. The main emphasis is on the fact that these new technologies are concentrated in the hands of transnational companies that, often, have more decision-making power than the national States themselves. The need for transnational company regulation aiming at a responsible and democratic media action is stressed in the article. Such regulation depends, increasingly, on global institutions such as non-governmental organizations- NGOs. The article presents a perspective the need for education and literacy for the media.
