The article discusses the main policies and programs developed by the European Union (EU) aiming at attending to the needs imposed by the information society. It traces a panorama of this society, propelled by advanced information and communications technologies. The author observes market redimensioning and the changes in territorial spaces as a result of the globalization process, and how the new configurations highlight the technological sector. Considering this, the author comments on a few of the aspects contained in the main reports and documents elaborated by the European Union in the 1990's, as well as on a few programs created especially to capacitate teachers and students, giving priority to education and to the information society. According to the article if, on one hand, there are great investments being made in the technological sector, on the other great concern must be given to the social consequences of the process.
