The debate over direct election on the pages of the Meiroku Zasshi

The 1870s in Japan were a decade one of political unrest. Spurred on by the Memorial on the establishment of a popular elected assembly, a public document dating from 1874, many groups organized themselves throughout the country to promote the rights of the population as a whole and, most especially, the establishment of direct voting and direct political participation. This topic was particularly discussed by intellectuals who regularly contributed to Meiroku Magazine, being one of the most debated subjects in its pages. In this paper, we will present this debate, as well as the main positions taken. We will demonstrate that, despite a general cautious tone, each writer took a stand on the topic according to their political convictions.
