Does cosmopolitism exclude war? Leibniz's criticism of the idea of perpetual peace

Abstract

The purpose of this article is to examine the nature of Leibnizian cosmopolitanism and the foundations upon which it rests. It seeks to resolve the apparent contradiction in the German philosopher between, on the one hand, the defense of a scientific and theo-moral cosmopolitanism, and on the other hand, a certain political “realism” guided by precise knowledge of international relations, consideration of the particular interests of states, and the concern to preserve the “balance of Europe.” The article aims to demonstrate how this cosmopolitanism does not imply a rejection, in principle, of war nor an endorsement of the project of Abbé de Saint-Pierre to establish perpetual peace.
