Territorial borders and municipal emancipation: how the limits alterations (im)possibilitate the emancipation of municipalities from Rio de Janeiro

Although it does not raise political, academic and media interest, as occurred during the 1990s, municipal emancipations are still a possibility and, if the enactment of a federal law happens disciplining this process, a new emancipationist wave will occur in Brazil. In addition to legal issues, other factors may also hinder or contribute to the success of municipality emancipations. We highlight how locational and territorial configuration factors influence the emancipation process. Through a bibliographical review and the study of some emancipationist movements in the state of Rio de Janeiro, we discuss how factors related to location, position, boundaries and other territorial aspects are usually decisive for the emancipations (in)success. In general, we conclude that changing the district boundaries and the inclusion or exclusion of districts that would be part of the new municipality interfere with municipal emancipation. For this reason, the political-territorial manipulation of the districts is configured as an instrument used by different actors to make municipal emancipation (un)feasible
