Invisible informality and the contribution of information modeling to data-based urban regulation

Abstract

Recent studies have established the role of urban planning policies in feeding the growth of informal settlements in Brazilian cities, through the socio-spatial exclusion of low-income residents. The difficulties of reversing this exclusionary logic are due to several complex factors. A factor less discussed in Brazilian literature, which has began to draw the attention of scholars, is the invisibility of the informal city. This research assumes that it is necessary to regulate the urban form of precarious informal settlements, in order to prevent the deterioration of urban environmental quality. We highlight the importance of compiling data about their urban form and their built environment, in order to contribute to a reality-based regulatory policy for these settlements. After discussing the phenomenon of urban informality in Fortaleza, we applied a methodology that combines Geographic Information Systems (GIS) and City Information Modeling (CIM), to support the redefinition of urban rules for precarious settlements of informal origin. This procedure will reveal not only the extent of the inadequacies of the (past and current) land use and occupation codes, but will also present some potentialities of GIS and CIM to inform its redefinition.

  • Mariana Quezado Costa Lima, Universidade Federal do Ceará

    Mariana Costa Lima is Architect and Urban Planner, graduated from Universidade Federal do Ceará, with a sandwich period at the École Nationale Supérieure d'Architecture in Strasbourg. She holds a Master's Degree in Architecture and Urbanism and Design from the same university, where she researched topics related to information modeling for the regulation of informal settlements. She has experience with urban technical assistance in ZEIS / precarious settlements and with geoprocessing services. She is currently a professor at Centro Universitário Christus and Centro Universitário 7 de Setembro.

  • Clarissa Figueiredo Sampaio Freitas, Universidade Federal do Ceará

    Clarissa F. Sampaio Freitas is Associate Professor affiliated to Federal University of Ceará (UFC) in Fortaleza, Brazil. She was a Fulbright Fellow master student in the Department of Urban & Regional Planning in UIUC (2003) and holds a PhD degree in Architecture and Urbanism in “Universidade de Brasilia” (UNB-2009). She was visiting professor at UIUC (2015/16), and academic coordinator of the Graduate Program of Architecture, Urbanism and Design at UFC (2018/21). Currently she is Senior Associate Editors of Journal of Urban Affairs and co-tutor of the Architecture Education Program at UFC. She teaches and learns Planning & Design through community action research in informal settlements. Produce data to that end.

  • Daniel Ribeiro Cardoso, Universidade Federal do Ceará

    Graduated in Architecture and Urbanism from the Federal University of Ceará (1989), Master in Communication and Semiotics from the Pontifical Catholic University of São Paulo (2003), Ph.D. in Communication and Semiotics from the Pontifical Catholic University of São Paulo (2008) and postdoctoral in urbanism by the Faculty of Architecture of the University of Lisbon (2019). He is currently a researcher at the Computer Networks, Software Engineering and Systems Group, coordinator of the Digital Experience Laboratory, and Associate Professor Level 2 of the Federal University of Ceará. Has experience in Architecture, Urbanism, and Design, focusing on information modeling in urbanism, acting on the following subjects: design, architecture, and parametric urbanism; BIM - building information modeling, CIM - City Information Modeling.
