Abstract

This article, the result of a study on the topic of new narratives of communication in the Post-Doctoral program at the Department of Public Relations, Propaganda and Tourism of the School of Communications and Arts of the University of São Paulo, aims to offer a reflection on the barriers, technological and social evolution of the use of new communication narratives in the environment that involves people with hearing disabilities (PwD) or deaf people to access emergency services 190 in the State of São Paulo. The study methodology is based on bibliographic research in books, scientific articles, as well as indicators from technical bodies and regulatory frameworks. In this context, the processes and dimensions of emergency communication 190 in the largest city in Latin America are addressed, covering the telecommunications environment and the operationalization of the Operations Center of the Military Police of the State of São Paulo, the regulations that guarantee the right of communication as part of the fundamental rights of the human being and equality of access to public services, as well as the E-SMS Project, a pioneer in Brazil, which promoted the emergency communication of hearing impaired or deaf people without the intermediation of other people or bodies to the services of emergency telephone service. In conclusion, it is evident that the E-SMS service is an example that communication guided by its new narratives has the ability to improve social inclusion and the eradication of all forms of discrimination on grounds of disability, race, religion and gender.
