Abstract

The public park located in the Carapicuíba lake is a design shaped by environmental laws enforced to the client DAEE (Water and Eletric Energy Department) by Consema (Environment State Council) in order to mitigate the impacts caused by the use of the lake as a landfill formed by excavated material, product of the expansion of the channelized Tietê river in São Paulo, Brazil. The Tietê river channel expansion is a São Paulo state development implemented with the sponsorship and financial resources of JBIC (a Japanese company) with the objective of overcoming serious flash flood problems that have been affecting the city. The growing urbanization of the metropolis and consequent lack of soil permeability associated to the channelization of creeks originated from Tietê have massively increased the river flood peaks, exceeding its flow capacity. Due to the occupation of the river natural flood plain after its rectification, the flash floods affected urbanized areas and adjacent expressways that connect the main access highways to the city, causing serious social and economic problems in a regional scale. The solution to this problem consisted in making the channel wider and deeper, project total length of 40 km. The first 16 km have already been built during phase I, between Edgard de Souza dam and a movable dam, the sites located between the movable dam and Penha dam are in the final stage of phase II implementation. The park is definetely related to the Tietê river; the Carapicuíba lake configuration has its origin in one of the Tietê meandering streams. After its rectification the area originated from the previous and actual river course was targeted by sand extraction generating the lake. The landfill will be the base for the park. The inert material, excavated from the channel, has been stored in an area, property of EMAE, in the Carapicuíba lake, previous mine excavation with environmental permit granted by the State departments. The park will have structural elements inspired on the river history and its importance to São Paulo state as well as it reflects on its design sustainability concepts for instance on its site drainage system.
