Modeling with Complex Adaptive Systems for International Relations in the Latin American Context - The Case of Argentina

Abstract

 After the “pink tide” of progressive governments in Latin America at the beginning of the 21st century, a wave of conservative governments followed between 2010 and 2020, and then another wave of progressive governments arrived in Mexico (Andrés López Obrador), Argentina (Alberto Fernández), Chile (Gabriel Boric), Colombia (Gustavo Petro), Brazil (Luiz Inácio Lula da Silva), and Bolívia (Luis Arce), highlighting an unpredictable political scenario in the long term. How to model the tangle of International Relations in this region characterized by incipient national elites, incapable of implementing a lasting project of autonomous nationhood? This article defends the thesis that the theory of Complex Adaptive Systems can be employed as a suitable epistemological model to provide explanatory concepts, as well as a mathematical framework for the creation of computational simulation models. Finally, a case study is presented on the shift to the right in Argentina under the Milei government to illustrate the dynamics of internal and external policies in Latin America, as well as the modeling difficulties that this political and economic instability entails.
