The Caribbean in the EU - CELAC strategic partnership: what to expect after the III summit?

Abstract

This article aims to analyze the role of the Caribbean in the bi-regional relationship between Europe and Latin America and the Caribbean region through the examination of the formal mechanisms that articulate the relations between the Caribbean and Europe and the results of the III EU-CELAC Summit. The research assumes a Caribbean perspective that recognizes the development challenges that distinguish the Caribbean as a conglomerate of small island states. This is qualitative research classified as descriptive-explanatory. An extensive documentary review was conducted, including the analysis of declarations, official statements, academic articles, and opinion pieces. In the conclusions, in addition to assessing the real and potential contribution of the Caribbean to the EU-CELAC Strategic Partnership, suggestions are made to promote a leading role from the Caribbean within the framework of the bi-regional relationship, taking into account the condition of multiple identities of various Caribbean territories, its inclusion in multilateral forums with a European presence and little Latin American participation, and its moral leadership on key issues such as climate change, in a global context where geopolitical and economic dynamics have moved from the Atlantic to the Pacific to the detriment of Europe, Latin America, and the Caribbean.
