Abstract

In this article, I analyze the documents produced for the implementationof a cooperation agreement between Unesco and the stategovernment of Rio de Janeiro, to promote a program aimed at overcomingviolence by young people. I reflect how such ideal built new techniques torule over groups / people, producing discourses and mechanisms of interventionon youth groups with strength and legitimacy to engage them insome cultural, political and social repertoires and order / control their formsof expression. Through these new techniques, I show how was consolidateda particular definition of young and youth: no longer a young offender ordisruptive, but a young subject of rights. Specifically, I analyze an Unesco’sexperience of working with youth that started in 2000 and had a majorimpact in formatting a type of methodology of action with the young crowd.
