Abstract

A undeveloped tourist region (follower region) must build it´s innovation generation model in accordance with its reality and must have the lowest possible cost, which compete with the tourist regions with greater financial resources and with attractions known worldwide (leader region).  This model must be based on interaction between agents, on the dissemination of ideas and on the building of a cooperative environment, which have insufficient financial resources, unskilled workers and are far from universities and research centers. Therefor, it was created a model of innovation generation in a context of scarce resources applied to tourism, using the experience and the exchange of information between the segments of support (lodging & food sectors) and the essential segment (entertainment  & agents intermediaries) as principal inputs. It is expected that this model may be probed by further research as well as being appliable to other economic sectors.
