Official Messages from Paraná State Governors (1928-1945): Institutionalisation for the Protection and Assistance of Children and Teenagers

Abstract

In 1927 was promulgated the Mello de Mattos code that brought, in his essay, the terminology "minor" to refer to abandoned adolescents and/or offenders. The terminology "minor" was kept in official documents and in the speeches of politicians and authorities of the State of Paraná (Brazil). In this article, from the analysis of documents and content, aims to demonstrate, in the Official Messages of the Governors of the State of Paraná, in the period from 1928 to 1945, the process of institutionalization for protection and assistance to children and adolescents living in poverty, considering the relationship between education, work and public safety. Official messages were analyzed of Governors Caetano Munhoz da Rocha and Affonso Alves de Camargo and the Intervenors Mário Alves Monteiro Federal Tourinho and Manoel Ribas. It was noted, in the period under examination, that the concern with the process of institutionalization for the protection and assistance of children and adolescents living in poverty, considered a predictive for the crime, had as one of the goals the training for the job.
