Abstract

This article discusses the birth of juvenile justice and adolescent care policies in conflict with the law, from a movement that began in the United States, has expanded to Europe and arrived in Latin America in the early 20th century. The study demonstrates that in the expansion of the movement was the leading organization of the International Congress of prisons (CIP), organized by the League of Nations, predecessor of the United Nations (UN), until its extinction and the events promoted by the International Association of magistrates for youth and family (IAYFJM). The analysis shows that the discussions in events organized by IAYFJM and CIP in the elaboration of the bases of Mello Mattos Minors code of 1927 which was analyzed in detail in the body of the article.
