FEBEM and the social assistance in Pernambuco during the Dictatorship context

Abstract

This article aims to historicize the daily lives of social workers in the Fundação Bem Estar do Menor - FEBEM in Recife, in the 1970s FEBEM was a state instance of the Fundação Nacional do Bem-Estar do Menor - FUNABEM, which was created in first year of the Civil-Military Dictatorship, when then- President Humberto de Alencar Castelo Branco passed the law that established a Política Nacional do Bem Estar do Menor - PNBEM as part of this policy the FUNABEM / FEBEM system. Between the foundation and implementation of FEBEMs, the role of social workers has become of great importance for the maintenance of his political project, since it was part of the performance of professional direct care of families, children and teens attended in the institution. From the analysis of the reports on call, document found at the Fundação de Serviços Socioeducativos collection, it was possible to examine the idea of assistance and welfare, public policy, and most notably the concept of family and childhood constructed by social workers during the shifts of FEBEM.
