Abstract

Culture is analysed under three dimensions: precepts, technology and character. Public organization culture is described considering structural complexity, distribution of power, systems of control, politics, values, canons, and motives. The author reports anedoctal incidents from her experience in consulting to ilustrate her points. She concludes reviewing difflcultes and facilities for organizational development in public agencies.
