Resumen

The objective of this article was to define a new approach to study the personnel function, throught the hierarchical decision system. The decisions are classified in different levels, following, in a certain way, the various organizational level existing in the personnel function. A different level was called "decision stratum" So the personnel function is viewed as having three basic strata with the following tasks: a) the first stratum correspond to the decision related to the way those activities will be performed; b) the second works with the tatic decisions projects, and define the emphasis that should be given in all activities of the personnel function; c) the third is responsible for strategic and policy making decisions. Finally, the last fase is the "process", where there is no decision involved but only its operationalization and the final feed-back.
