Abstract

This article describes and analyzes the design and implementation of the Public Order Units (UOP, Portuguese acronym) at Rio de Janeiro City. The UOP program was developed by local managers from the Municipal Law Enforcement Agency (SEOP) with the participation of researchers from the Center for Public Policy Research, University of São Paulo, between 2010 and 2013. Eight Public Order Units were installed allowing prototyping new models of law enforcement operations at the city level. The characteristics, actions, costs and program’s operations are described at the paper, using data and information that indicates its effects, as well as the possibilities of its maintenance, expansion, and dissemination.
