Neoliberalism and Bolsa Família: a theoretical approach

Neoliberalism remains a central yet contested and often contradictory political concept. While some scholars employ it as a framework to explain virtually all contemporary phenomena, others reject its analytical utility altogether. This article engages with this debate through an ideological analysis of Brazil’s Bolsa Família program (PBF), demonstrating how such an approach clarifies the real-world manifestations of neoliberalism while addressing conceptual ambiguities and misapplications. First, the study contends that an ideological approach transcends the examination of isolated ideas, by emphasizing the dynamic interplay and conceptual rearticulation between competing ideologies. Next, it analyses the PBF, situating the program within Brazil’s historical context, and the Workers’ Party (PT) and Lula’s political ideas and policies. The analysis reveals that while the PBF drew partial inspiration from neoliberal premises, its implementation was rooted in a distinct ideological foundation.
