Desafios da expansão da pré-escola nos municípios paulistas

Abstract

As part of a larger study, this article aims to analyses the 70's and 80's preschool expansion in the State of São Paulo. It focuses mainly the relationship between the State administration and the local power concerning basic educational services. It uses secondary data, legal documents and information gathered through study cases from different countys.
