The authors retrieve the discussion of 1946 constituent concerned to education. The description and analysis of this process is made preceded by an examination of educational and teaching situation. Are identified as main topics in discussion: the freedom of education and the public responsibility, the lay teaching versus clerical teaching, the matter of educational funds and the government responsibility regards the structure and sustainment of schooling system. The authors analysis compare the main topics in discussion with the organization and educational outcomes in that time and discuss their contradictions.Downloads
