Abstract

The debate concerning the choice of government system has intensified as the date of Plebiscite draws near. The so called Brazilian "presidencial tradition" does not seem to be so deeply inasmuch as the hundred years of Republic history were affected by subsequent political crises. Parlamentarism, a more flexible and descentralized system, would have better conditions to safeguard the Executive establishment, without causing the concentration of the power in the president´s hands. Sarney´s initial popularity allowed him toa execute and economical plan. His political stability, however, depend upon the plan´s very "sucess". This plan led to a fast loss of presidential authority - as it ended up being unsuccesful - a fenomenon wich appears to repeat itself under Collor´s government. These forementioned facts are some of the reason why further debates the urgent need for the implementation of parliamentarism have come about.
