Abstract

Unlike the first high magistrates of colonial Brazil, which formed a selective circle of power (Mills, Schwarz) and in this sense an oligarchy, today's Brazilian magistrates would be better characterized as a weberian bureaucracy, and their associative movements would them as pressure group (Duverger, Zanotti). In terms of social dynamics, our hypothesis states that there is a process of agglutination and accumulation of power that might, in the future, compromise national democratic governability.
