From test to hybrid policy: the New York City Plaza Program

In the midst of a period where public authority finds it difficult to promote participatory policies and projects, we are witnessing emergent processes of social engagement in the construction of collective spaces. This paper aims to debate the potential of Tactical Urbanism, human-scale experiences (actions that test ideas and transform urban spaces) and hybrid micro policies (small-scale initiatives that promote interaction between public authorities and society) for enabling social participation in the transformation of public spaces. As a reference case, we investigated the New York City Plaza Program that promotes the reconfiguration of underused road segments into squares and studied how the program incorporated temporary and participatory measures, becoming a hybrid micro policy for the city.
