Abstract

Through the study of the planning and managing process adopted in the formation and occupation of the city of Palmas, Tocantins state capital, the present paper clarifies some of the constraints in putting into practice the city social function premisses. By a comparative analysis among the original urban plan, the recent municipal director plan and the State Government actions, this paper aims to explain the contradictory interests which have promoted a sociospatial segregation shaped by the public sector, resulting in a spread out occupation pattern with high social costs.
