Abstract

Initiatives upgrading of historic centers have been expressed in recent decades, in intervention projects subsidized by targeted public investments with insertions of private agents. Public policies that provide support for these interventions, while announcing the goal to preserve them and put them in urban settings, favored the tourism and cultural industries, leading to gentrification and to other negative effects on the local population and on their cultural inheritance. The analysis of the implementation times of the Program of Recuperation of the Historical Centre of Salvador (Bahia), initiated in 1991, allows us to raises questions as to the ways the public institutions acted and the results obtained in different moments of the intervention process.
