Abstract

The article takes as its starting point the apex of the institutionalization process of urban planning in Brazil (SEFHAU end BNH constitution), following the dichotomization of federal urban policy in this context, the emergence of mixed enterprises operating as agents of such policy, until its complete fragmentation, resulting in a compulsory municipalization of urban planning and housing policies. Aiming to capture such processes at the municipality level, proceeds to a case study, analyzing historically the constitution of the mixed enterprise PROHAB, in São Carlos / SP and scrutinizing their connections with the broader contex of urban and housing policies in the country.
