Abstract

This article presents itself as the first interpretative movement regarding the relations between urban and patrimonial policies in the context of Brazilian governmental planning, mainly the efforts after the military coon in 1964, particularly in the context of the elaboration and implementation of the Program of Reconstruction of Historical Cities (PCH). So to that end we begin our studies through the analyses of the economic and political contexts in which the I and II PND were generated during the Médice (1969-1974) and Geisel governments (1974-1979). Finally we will investigate the conflicts occurred during the elaboration of these plans and concepts and the implementation of the PHC.
