Abstract

This paper discusses about the trajectory of planning, which entails from its use by the govenment organisations as the maximal instrument of a centralised political conduction, to its use by the state and municipal
organizations as a proposal for a more decentralised and participative governmental action. For the time proposed, the decades from 1950 to 1990, the analysis of the "Megaprojecl Policies" and the" Programa Nacional de Municipalização do Turismo" - PNMT (National Programme for Local Tourism Development) are examples of govenmental actions which reflect those changes in lhe planning process.
