Planejamento governamental e políticas públicas: a estratégia "Cidades Saudáveis"

Abstract

The article analyses the Healthy Cities proposal as a tool of planning, arguing about its adequacy to the present context of globalization, rapid discontinuous changes. It affirms the need that it would be a flexible tool, that generates commitment and favors conditions for organizational learning. It concludes with the proposition that the Healthy Cities proposal means more a strategy than a explicitly formulated plan.
