Abstract

The proposal of Healthy Cities is analyzed in the Strategic Perspective and Political Commitment. Issues like the meaning of the expression, its identity, nature, inclusion, motivation and its implications to Public Policies are posed for reflection. Its understanding as both Strategic Issue and of Political Commitment is adopted to prevent it from being understood and adopted just as a technical, parallel and marginal project in the Planning and Administration of the Public Policies and/or as an isolated moviment or "fashion". Thus it was, in the view of the author, understood and inserted, as an articulated movement in contact with other social movements. In this context it was analyzed as a permanent process of political commitment or of potencialization of Public Policies with efficiency and effectiveness, from and for change of social realities of Cities/Municipalities, in the sense of progressive and substantive improvement of the quality of life of its populations.
