Water risk and vulnerability in land management

The risk is a social construction. Improper use of the environment is evidenced in the health of the population, quality of life, in economic and social costs generated by extreme water events. The lack of foresight evidenced by the catastrophic floods water risk increases exponentially, leading to a recurring event is treated each time as if for the first time; with consequences that are very complex dimension. Urbanization has advanced in recent decades of intense and rapidly. Such urban growth has not been accompanied by a schedule that includes geomorphology and respects the natural water drainage system.
