Abstract

The developm ent and the diversification of tourism in the state of Ceará assume the feature of a public policy, due to reasons that justify, socially, a government action in a strategic and structuring perspective to create conditions to produce the touristic territories, ideally, considering the sustainability and depending on actions designated to the economic segmentation and to the spatial desconcentration of its touristic products. Prodetur-CE and several PATs, based on PRODETURIS' orientations are programs that operate the planning of long term in SETUR-CE, based on a conception of a social production of touristic attraction. Taking in consideration that those territories impactated are pioneer fronts of a partial economic and cultural modernization and considering the social and cultural specificities of the population of Ceará State, the patterns of quality required by touristic services suffer constraints; that's why this text produced a scene of references with the purpose of supporting the comprehension of problems that, due to those specificities, makes difficult an appropriate qualification of people, necessary to the levels of excellence required by the consolidation of tourism in Ceará State
