TENSÃO ENTRE JUSTIÇA SOCIAL E JUSTÇA AMBIENTAL NA GESTÃO DA ÁGUA: O CASO DA BACIA DO RIO PALO

The coordination of environmental actions regarding the preservation of water in the basin of Palo River, in El Cauca - Colombia, involves three environmental authorities: Parque Nacional Natural Nevado del Huila, autonomous regional corporations and the Nasa indigenous community. Such coordination generates tensions and opportunities for the three authorities, whose goals of environmental and cultural conservation are often similar in connection with the “natural resource”, but deep cultural, legal and political differentiations persist among them when dealing with the following questions: What is the meaning of water? Who is the owner of water? And, how can the economic benefits of water be properly distributed? By means of two methodologies, ethnographic and action research, findings on the juridical differences and existing policies around problem of water, applied to the specific case of the Palo river basin, are presented in this article.Downloads
