Abstract

Since 2009 with the Universal Child Allocation (UCA) Argentina has seem to enter a new phase for social policies. On one side extending the Family Allocations scheme, in force since 1957, which was traditionally led to formal workers, to informal and unemployed workers. On the other side the most important Conditional Cash Transfer Programs (CCTP) - the “Plan Jefes y jefas de Hogar Desocupados” implemented since the 2001-2 crisis and the “Programa Familias por la Inclusión Social” since 2006, are replaced, although some of its characteristics are reflected in the Universal Allocation, eg education and health conditionalities and the fact that the separations between formal workers and unemployed and informal workers remain.

 

This article will address different aspects of the Child Allocation and its diffuse character that places it among the classic features of Social Security and the Conditional Transfer Programs which are more related to asistential social policies. Given these tensions and under the theoretical framework related to prospects of welfare the focus will be put in the sake to problematize different aspects of the Allocation in terms of design and theoretical concepts that cross the field of social policies.
