The Battle for Gender Equality in the Brazilian Parliament: Political, Discursive and Legislative Developments and Setbacks

In this first quarter of the 21st century, democratic erosion spread in Brazil, paradoxically, via ballot boxes. A rapid process of de-democratization began with the removal of Dilma Rousseff in 2016 and reached its peak with the rise of the far right to power after the 2018 elections. In the Parliament (2019-2022), while bills advanced towards the typification of political gender violence and advocated parity of political representation, others proposed the end of affirmative gender and race policies, despite the embarrassing rates of female and black political participation in Brazil. Based on the Critical Discourse Studies by Viviane Vieira (2019, 2023, 2024) and Viviane Resende (2019), and feminist studies by Michelle Lazar (2020), we proceed to the critical-discursive analysis of two legislative proposals related to gender political quotas, affirmative policies aimed at the inclusion of women in instances of power (Galvão, Vieira, 2020; Galvão, 2023). The bills were presented in 2019 and 2020, when the Executive and Legislative Branches were under the hegemonic command of the conservative far right. The main goal is to discuss systematic asymmetries of power in social gender actions and relations and colonial aspects of the political-party and electoral system in Brazil.
