Building a new concept of creative industry in Brazil: Cultural Politics in the age of the new Ministry of Culture of Brazil (MinC)

Abstract

The goal of this article is to understand the specificity of the recent cultural policy implemented by the Ministry of Culture of Brazil (MinC) for the development of the creative economy in the country. Aiming to establish a parameter to conduct further comparative research on cultural policies, it is
argued that the approach of MinC to the creative economy differs from that of other countries in that it aligns this ministry to the neodevelopmentalist policies of the Brazilian Labour Party governments (Partido dos Trabalhadores, PT).
Establishing a comparison with the British case, we analyze the Secretariat of the Creative Economy Plan 2011-2014 in order to demonstrate the construction of a local and neo-developmentalist concept of the creative economy. We conclude that there are differences between the conceptions of cultural policies adopted even under the banner of the creative economy.
