Communication challenges in the strategic management using the balanced scorecard and the management shock in the state of Minas Gerais

This paper has the purpose of analyzing how the internal communication practices adopted by Brazilian governmentorganizations has been transformed due to the changes in contemporary public administration. For this it uses the processof implementation of the balanced scorecard (BSC) in the State of Minas Gerais, integrating the efforts of a managementthat is based on results, named management shock. The results of the research conducted in a doctorate thesis point outthe inseparability between communication and strategy, suggesting an analytical model of organizational communicationthat does not privilege the results of the alignment of the organizational subjects in relation to the strategy (efficacy ofthe processes), but rather the signic staff deployed and how they participate in the action of the subjects that recursivelyreinforce or negotiate the meanings proposed by the organization.
