Abstract

The article’s objective is to summarize the political and institutional obstacles which hinder Latin American development and to understand why the governments fail in adopting the necessary policies. It dialogues with theories of economic development and the varieties of capitalism approach, combining economic, political and institutional features. The article shows how development was historically constrained by the dominant groups and by limits in state capacity. It emphasizes how the institutional characteristics of Latin American capitalism do not stimulate productivity and innovation, resulting in an inferior economic performance. A political system marked by the proximity between politicians and interest groups contributes to the model’s resilience and economic stagnation. The defeat of the middle income traps requires investments in labor force skills and innovation, which need to be promoted by the political elite and the state. This requires the building of alliances and the adoption of policies able to circumvent the institutional obstacles. The capacity to advance in this direction may strengthen knowledge intensive sectors and create the political basis able to sustain a dynamic and innovative development model.
