Abstract

This paper discuss the on-going proposal to restructure the Brazilian Higher Education System as a consequence of the modification of the law (LDB) in 1996. It focuses on three basic issues, as follows: the recent history concerning the formulation of public policies in the educational area and the implications of a lack of discrimination between Higher Education and University; the definition of the guidelines for Higher Education determined by international organisms which have private interests over the current formation of professionals; and the identification of the principles that sustain the model which supports this change, meaning the Curricular General Orientations for the undergraduate courses and the consolidation of a evaluation system for Higher Education.
